MSC Construction Management

Mark Sauer Construction Management (MSC) is a licensed General Contractor in the State of California and Nevada. We are a professional construction consulting firm established in 1986 to provide a wide variety of construction management services to owners, architects, general contractors, government agencies, and developers with detailed attention to the goals of the job. Our capabilities include, Historic Restoration, Seismic Retrofit, Renovations, Remodels, Public Works, and Commercial / Industrial build outs. MSC’s business model provides for competitive pricing while maintaining extraordinary quality.

(MSC) serves as the owner’s representative in the construction process to avoid and resolve problems in the construction process. Without the assistance of qualified construction consultants, an owner’s interests often get lost in a sea of unpaid debt, poor time management, and overinflated production costs. Our duty is to provide management services so each customer can realize your vision.

We are trusted advisors to execute the building process and manage the construction project. The financial interests of our clients is our first and central priority. Typical activities include monitoring the financial status of a project, including payment requisitions and cash flow projections, change order negotiation, charge backs, certified payroll, and daily reports. MSC keeps extremely tight controls over all financial aspects of all projects.
This management service includes not only overseeing the general and subcontractors but the design team members as well. Both contractors and design professionals must be accountable to the owner.

Pre-Construction Administration

During the initial design phase, the owner may feel overwhelmed by the enormity of the tasks at hand. Assembling the right team of licensed architects and engineers presents unique challenges, especially with respect to communication. The owner must clearly articulate budgetary and time constraints to ensure successful completion; however, this requires constant reinforcement.

MSC works closely with Designers to create an itemized analysis of each project element, and generate accurate financial forecasts. We also monitor the planning projections and assemble progression reports based on your stipulations. At this point, we oversee the competitive bidding procedure among a pre-screened pool of skilled contractors.

Construction Site Management

Owners typically encounter difficulties as a result of issues on the job site. Curiously, these instances tend to occur in the owner’s absence. This why MSC provides hands-on supervision on a daily basis. MSC will handle the day to day hassles, so the customer can focus on your primary obligations.

It is MSC’s specific responsibility to monitor every detail of the contractors work as well as safety issues and quality control. This is facilitated by the full time on site construction manager provided by MSC. It is critical that all work executed on the project site is in full conformance with the contract documents.

Additionally, oversight by MSC in the progress payment procedure eliminates wasteful spending and avoids liens outright. The customer only pays for finished work, which motivates the construction crew to stick to the schedule. This also applies to the design team. Architects and Engineers must act in a timely manner to qualify for their payment as well.

Construction Conflict Management

Mark Sauer Construction Management (MSC) believes that construction disagreements should not inhibit a project’s progress. We are committed to finding alternative solutions to the formal claims process, and strive to avoid counterproductive litigation. We prefer to evaluate situations as early as possible in order to achieve this goal.

MSC performs dispute resolution for all of our customers. Our team of neutral experts start with unbiased assessments of existing documents to ensure compliance on behalf of all parties. We also analyze applicable codes to identify potential statutory barriers. Once we discover the underlying issues, we’re able to move forward with the negotiations and create a workable compromise.

CPM Project Management

Critical Path Method (CPM) is a calculation that determines which components are vital to project completion. CPM plays an important role in a successful operation. MSC will examine the previous CPM and make adjustments according to the current conditions. The updates will reflect new arrangements along with modified time frames.

Contractor and Design Professional Screening

Contractor and Design Professional security screening may not sound very important, but many projects derail as a result of inadequate selection. MSC maintains relationships with a large pool of pre-screened fully licensed contractors and design professionals. We perform extensive background checks on each individual in our network and our database serves as the basis for the competitive bidding process. We pick several of the most qualified applicants, and give them the opportunity to submit prices along with time estimates for our review. We use these facts to quickly calculate a multitude of relevant factors, such as past performance, references, expertise, and costs, in order to make the best possible choice.
